Haiti – Garry Conille : Statement of general policy, Parliament is waiting

The President of the Senate, the Senator Jean Rodolphe Joazile, said yesterday that he sent two letters, one to the President of the Republic and the other to the Prime Minister Garry Conille, in addition he indicated that Garry Conille will have to present his statement of general policy to the Chamber of Deputies in a first time

fter the vote of the assembly of senators, vote which has ratified the choice of President of the Republic in the person of Dr. Garry Conille to lead the policy, so this morning [Thursday] I have already sent two letters, one to the President of the Republic to inform him of the results of the vote and to tell him that his choice is ratified, and the other to Dr. Garry Conille, Prime Minister, to saying him that the assembly of Senators awaits him so he could present his statement of general policy.”

However, the Senator Joazile said that the presentation would take place first to the lower house and this for a question of rapidity [?] and elegance “I think that if we want to go fast, do not forget that last night [Tuesday] the Senate has had a long session, a session that lasted about nine hours of time [about 6 for the ratification of Garry Conille], as he began by the Chamber of Deputies, I think that it would be political elegance if we allow him make his statement of general policy at the Chamber of Deputies.”
The President of the Senate said that the Prime Minister could make his statement very soon “to the extent where the deputies are ready to hear him he can do it this afternoon, tomorrow […] we are still in extraordinary session because we have not exhausted the menu, and the only point that was on the menu was the case of the Prime Minister […] So on this basis if the Chamber of Deputies is ready to welcome him tomorrow, after tomorrow he will come make it” but the senator asks “Does Garry Conille in accordance with the President of the Republic has already formed its government ?” indicating that this is not the responsibility of the Chamber of Deputies or the Senate, taking advantage of the opportunity to clarifying that “You notice when I speak of Dr. Garry Conille I do not say Prime Minister-designate, I say the new Prime Minister beacause under the constitution it is the Prime Minister in consultation with the President of the Republic who selected the members of its government and it is the Prime Minister which goes to parliament to make its statement of general policy, so today Conille Garry has ceased to be a Prime Minister-designate today Conille Garry is the new Prime Minister after the vote of parliament.

What says Article 158 of the Constitution regarding the statement of general policy

The Prime Minister in accordance with the President chooses the members of its Cabinet Ministers and presents itself before the Parliament in order to obtain a vote of confidence on its statement of general policy. Voting takes place by open ballot and to the absolute majority of each of the two (2) Houses.
